NO CAP ON PARTICIPANTS, BUT BGG WILL HAVE PREFERANCE ON UNIQUE COSTUMES (boba,vader,krenic) First intrest post HERE is who wears it. 

per charter, if you cant make it, you get the hammer on your toes. so if youre a unique costume, you know who else has it, so get a backup.
